Do you get that message as soon as you double-click the AstroImageJ.exe file to open AIJ, or only after you try to open an image using the file open dialog? If when double-clicking AstroImageJ.exe, I recommend installing AIJ in your Documents folder and trying again. If it works, then there is still a problem with write access to the folder on the D: drive. You could either keep AIJ installed in the Documents directory, or try to further explore read/write permissions on the AstroImageJ folder and all subfolders.

If the error occurs when you are trying to open an image, there is indeed a file that contains all of the previously used settings at Users/<username>/.astroimagej/AIJ_Prefs.txt. Try deleting that file to see if it resolves your problem. You will need to set windows explorer to show hidden files to see the .astroimagej directory.
