Unable to connect to usno for UTC updates

Hi all,
When in the DP coordinate converter window the “update” button for the USNO site is giving me a USNO cannot be contacted - and I can’t seem to get it through my local internet connections away from the AIJ program.
Has something changed with access to this update site? Is this a permanent or transient issue?
